Workflow getting Re-initiated with eProcurement Role Actions CANCHANGEXXX (Doc ID 1498932.1)

With or without CANCHANGEHEADER, making NO changes will still cause workflow  to re-initialilze when the Save and Preview button is clicked


Steps to Reproduce the Issue:
  Scenario 1:
  1. Create a requisition
  2. Budget Check and Submit
  3. Approve lines
  4. Edit Req and add a justification comment
  5. Save & Preview
  6. Req is changed to open status.
 
  Scenario 2:
  1. Create a requisition
  2. Add a justification comment
  3. Budget Check and Submit
  4. Approve lines
  5. Edit Req and add a second header comment
  6. Save & Preview
  7. Req is changed to open status.
