E-IB: Operation Stuck in NEW Status When Using A New Queue, but Works Fine With Existing Queue (Doc ID 1502531.1)

Operation instances on a newly created queue definition remain in NEW status.
The same service operation works just fine with a pre-existing Queue.

In addition, navigation to PeopleTools > Integration Broker > Service Operations Monitor > Administration > Domain Status > "View Domain Queue Sets", the pre-existing Queues appear here but the new one does not.
