ETL 9.1: Manager Self Service-Time Management-report Time-get Employees Very Slow Performance

On : 9.1 version, Time Reporting

When users are trying to access Manager Self Service-Time management-report time-get employees, the results take a lot of time, and some times do not get displayed.
When ever we click on Get employees, PSAPPSRV consumes 100% CPU.This is causing performance issues.
We are on Peopletools 8.52.06- GP Bundle 9, HCM 9.1

Get the employees in an acceptable time

The issue can be reproduced at will with the following steps:
1. Go to Manager Self Service-Time management-report time
2. Click on get employees
3. The results come up after a long time

The issue has the following business impact:
Due to this issue, users cannot work with this behavior because sometime the employees not even displayed.
