RTV Express Issue Process Errors

In Purchasing, RTV Express Issue Process Errors.
When the Express Issue process is initiated for an RTV of an inventory item several error messages are received indicating that the location and UOM data associated with the RTV does not exist, although value data does exist in association with the item. The following two messages are displayed and the RTV cannot be saved:
1) Warning -- Invalid Location found for Inv BU XXXX and item XXXX (10302, 97).
2) The conversation rate for item XXXX, UOM, and UOM type XXXX does not exist (11100, 112).
Steps to reproduce the issue:
1)-Navigate to Inventory -Inventory Definition -Business Unit Options -Select the IN BU -Ensure that "Use External Warehouse Control” for the IN BU is Unchecked in External Interfaces Box.
2)-Create a Purchase Order for an inventory item, approve, budget check and dispatch.-Navigation: Main Menu > Purchasing > Purchase Orders > Add/Update POs
3)-Receive the PO and interface receipts to inventory.-Navigation: Main Menu > Purchasing > Receipts > Add/Update Receipts
4)-Item is putaway in inventory.-Navigation: Main Menu > Inventory > Manage Inventory > Analyze Inventory > Review Transaction History
5)-Create RTV for the inventory item and set Inventory Process to Express.-Navigation: Main Menu > Purchasing > Return to Vendor > Add/Update RTV
6)-Save. Error messages received.
