Timesheet with Negative Hours does not Calculate Properly (Doc ID 1512773.1)

Symptoms

Timesheet with negative hours logged to adjust previous timesheet is not calculating the total time for the week correctly.  There are two fixes involved depending on the Service Time Template used on the Work Order.  If the Service Time Template is linked to a Time Reporting Rule ID that has a Rule Scope of 'Day of Week', Bug 15993850 will resolve this configuration.  If the Service Time Template is linked to a Time Reporting Rule ID that has a Rule Scope of Time Period (Daily or Weekly) Bug 17347843 will resolve this configuration.
