Troubleshooting the Message "Fulfillment request returns no rows to process. (11240,99)" when Running Fulfillment Processes (Doc ID 1513407.1)

Purpose

When running a Fulfillment processes such as 'Reserve Materials' (IN_FUL_RSV), 'Order Release' (IN_FUL_RLS), 'Picking Confirmation' (IN_FUL_CONF), 'Front-end Shipping' (IN_FUL_SHF), and 'Deplete On Hand Qty' (IN_FUL_DPL) you observe that the selected demand lines are not getting processed and the following message is displayed in the Process Message Log:

Fulfillment request returns no rows to process. (11240,99)
