Requisition Item Category Prompt Table Assigned Incorrectly for the First Line when the Requester Field is blank in the User Preferences Setup (Doc ID 1515716.1)

Symptoms

When creating a requisition by item description, as designed, the item category prompt table is assigned based on the requester setup of "Use Assigned Catalogs only" If it's not checked, then all item categories are displayed and if it's checked, the item categories assigned in the item catalog for that requester is displayed. This is working as designed for all scenarios, if a default requester is specified in User Preferences. However if there is no default requester specified in the user preferences, it does not work as designed for the first line of the requisition. Any additional lines, it's working as designed.




STEPS

The issue can be reproduced at will with the following steps:
1)-Login as Requester = A
2)-Navigate to eProcurement-Administer Procurement-Maintain Procurement Users-Requesters-Select Requester as B. Click Search

3)-Check the Flag ,"Use Only Assigned Catalogs" in Requester Set Up and Assign a  Catalog Named ,"COMPUTER EQUIPMENT" to the Requester B-Save

4)-Navigate to eProcurement-Administer Procurement-Maintain Procurement Users-Maintain User Preferences-Search for Login User A

5)-Click on Procurement Link -Ensure that Requester Field is blank in User Preferences-Procurement for User A

6)-Navigate to Purchasing-Requisitions-Add/Update Requisitions

7)-CLick on Add

8)-Requester Field is Blank in Requisition and is not defaulted which is correct as Requester Field is blank in User Preferences-Procurement for User A

9)-Enter a Requester B in Requisition Header

10)-Add an Adhoc item - Enter Qty,UOM Price

11)-Use the Category Prompt  to look for Category-System Displays all the Catalogs irrespective of the assigned /restricted catalogs for Requester B

12)-This is the issue for the customer. Even user can assign catalogs which are restricted in requester set up.

13)-Click on + button to add another line. Enter TEST2 as an item ,Qty, Price, UOM

14)-Click on Category Prompt  to look for Category-System Displays only the assigned catalogs as defined in the Requester Set up for User B.

15)-As we can see, only assigned catalogs are been shown in prompt as per requester set up. This is correct and working as Designed for second Line.

16)-The issue happens only for First line while creating a requisition. From Second line it works correctly and issue is not replicable.
