Receipt Accrual Report not Balanced to the Accrued Receipts

Report PORC700 includes Landed Cost for Receipts that do not have the Landed Cost set to Accrue. The Receipt Accrual process did not pick them up, but the report did.
Steps to reproduce the issue:
1 - Landed cost was turned off.
2 - Landed cost was not set to accrue.
3 - PO created (Landed cost was calculated. But would not accrue).
4 – Receipt created.
5 - Landed cost was turned on and set to accrue.
6 – Run Receipt accrual.
7 - Run Report.
