Recruiter not Receiving Email Notification when Employee Provides Routing Response

When the employee whom the applicant is routed to, opens the link in the Route Notification sent by the Recruiter, and then he gives response (e.g. INVITE), then click SAVE, there is no notification sent to the original Recruiter to say that the Route has been responded.
Recruiter of the job opening should get a status change notification only when there is an overall status change by the person whom an applicant was routed.
As per PeopleBooks, Only changes to the overall routing status trigger status change effects. The routing recommendations in the Response field do not have any effect on the applicant's disposition. So, when a routing response is provided, a notification may not be triggered. Notification emails are not sent when the final routing status is saved. In case of interview status area, when final recommendation is saved, notification is triggered.
As per PeopleBooks, when the overall status is changed for routing, the notifications needs to be sent to the Recruiter and Hiring Manager which is not working.
