POST_HIRE_REQUEST Message Catalog Uses Hard-coded Competency Label, Instead of 'Profiles' Label ; Also error "Competency: Error Changing Value {NULL} (91,34)"

Issue 1 : Currently system sends notification to the HR when there is any error while pushing the data. For example, if there is any error while pushing Citizenship data, Notification shows "Citizenship" label in the notification and shows the error message. similarly for "Disability", "Accommodation" etc.

Similarly for when there is any error while pushing the Profile data , system should show "Profiles" label instead of Competency which was hard coded earlier in the notification.

Issue 2 :  When attempting to hire an applicant using Manage Hires, the competency data error email is sent to HR Admin and the following error is displayed.

Profile Data for (applicant name) pushed into HR with errors.

The issue can be reproduced at will with the following steps:
1. Create a Person Profile without Competency Content section. Make this Profile type as default.
2. Hire an applicant using Manage Hires process.
3. The HR Admin gets a notification stating Competency: Error changing value. {NULL} (91,34)

The issue has the following business impact: Due to this issue, the application does not pull any content item and the users get error notifications. They have to manually enter the data later.
