ELM 9.1: When Trying To Recertify From Learning Plan, Errors On A Duplicate Registration Has Been Found (Doc ID 1518034.1)

Symptoms

When certifications and re-certifications are assigned to a learner via a learning plan - and both expire, a learning administrator is not able to re-assign those learnings again to the learning plans even after deleting the records from the learning plans. The error message is also incorrect. It should say "A duplicate registration has been found. This registration cannot be processed".
 

Steps to Replicate Issue:

1. Add both certification and recertification to a learner's learning plan.
2. Complete certification.
3. Allow certification to go to "Warning" and complete re-certification.
4. Allow both certification and recertification to expire.
5. Try to add learning with both the certification and re-certification in the learning plan and by deleting them and re-adding them. Neither works.
