Users are getting a Fatal SQL error accessing Timesheets in Timekeeper , bundle #19.

Unable to access Timesheets in Timekeeper application.  User clicks on Timesheets link through PIA and recieves a SQL error.  This is not happening for all users but a majority.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to MSS> time management> report time> timesheet
2. click on the link the above fatal sql error occurred.

The issue has the following business impact:
Due to this issue, users cannot open timesheet.
