ELM 9.1: In Translation Databases, If Rebuild Index With Update Is Used, No Results Are Returned for Catalog Item (Doc ID 1518845.1)

Symptoms

Rebuild Catalog Index (LM_VER_IDX) with Update option checked, no results returned for new Catalog Items or Catalog Items with Activities From ESS Search Catalog or MSS Search Catalog.
 

Steps to Replicate Issue:

 1) Log in as an Administrator.
 2) Navigate to Main Menu> Enterprise Learning > Catalog> Maintain Items, add a new Catalog Item and
     ensure the Catalog Item is Active, has a Learning Environment and Learner Group accessible by user.
 3) Add a new Catalog Item and Ensure the Catalog Item is Active, has a Learning Environment and Learner Group accessible by user.
     {click} Save.  Add a new Delivery Method for Catalog Item, and then Add an Activity for the Delivery Method with a Learning Environment and Learner Group accessible by user .
 4) Navigate to Main Menu> Enterprise Learning > Catalog>Rebuild Index. Rebuild the Catalog Index (App Engine LM_VER_IDX) with Update option Checked.
 5) Login as a Learner and Navigate to Main Menu > Self Service > Learning> Search Catalog
    Or
     Login as a Manager and Navigate to Main Menu > Manger Self Service > Team Learning> Search Catalog
 6)  Search for newly added Catalog Item from Catalog link or All link, notice no results returned.
