Advanced Shipping Receipt subscription contract goes to WORKING then goes to TIMEOUT status.

The issue can be reproduced at will with the following steps:
1. Submit or resubmit any of the Advanced Shipping Receipt subscription contracts
2. Review the status in the IB monitor.
