COUNTRY_SYNC Integration For HRMS 9.1 To CS 9.0 (Doc ID 1523182.1)

When attempting to run the Country_sync for a new country added in HR the following error occurs.

Error Message: Invalid value -- press the prompt button or hyperlink for a list of valid values

The issue can be reproduced at will with the following steps:
1. Activate the Country_sync service operation between HR 9.1 and CS 9.0 in HR 9.1 and CS 9.0
2. Add a new country in HR 9.1. The new country should sync to CS.
3. View the service operation monitor and look at details for the message.

The issue has the following business impact:
Due to this issue, users cannot add new countries to the HR system and expect them to sync to the CS db
