EEX 9.1: Expense Sheet Attachment Feature At Lines Level Is Visible To Approver When Only Header Level Is On In Installation Options (Doc ID 1525635.1)

Symptoms

Attachments are displayed at line level even though they are selected in the installation options to show only at header level.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In installation options, select "Attachments only" and " Header level" under receipts configuration.
2. Login as employee and create an expense report and add an attachment and submit the expense report.
3. Login as manager and note that the attachment link is displayed for line details as well.

EXPECTED RESULT
-----------------------
Attachments must not be displayed at line level if header only is selected in installation options.
