HCM Framework Registry -- Refresh Cache Not Working

When running the "Refresh Cache" for HCM Framework Registry it spins for a long time and then timeout. A blank screen is displayed and user has to login again.
The issue can be reproduced at will with the following steps:
1. Go to Main Menu > Set Up HRMS > System Administration > HCM Registry > Service Registry.
2. Select Owner Identifier as HCM Service Framework
3. Press Refresh cache.
