ETL 9.x: TA generates Incorrect Offset When Payable Time Pushed Back or Denied (Doc ID 1532535.1)

ACTUAL BEHAVIOR

TA generates incorrect offset when Payable Time Pushed Back or Denied  

We are on bundle #10 HCM 9.1

The offsets should not be created for push back or denied time infact the system should replace the denied or push back time if the time has been changed and resubmitted by the user.

The issue can be reproduced with the following steps:
Employee enters in a vacation day for 7.5 hours.
1. Payable time is required approval and in 'NA" payable status.
2. Manager pushed back or deny Friday's time that updated the payable status w/ 'PB' / 'DN'
3. Replace denied hours on Friday with other TRC/Hours on timesheet and rerun TimeAdmin
4. TimeAdmin created offset from "PB" or ''DN'' payable time in error.


This is causing a significant issue as the managers have to now approve the offset, and that inturn gets loaded to paysheets and created incorrect balances on the leave accrual table.
