Compensation Tree Builder Checking Employee Department to be same as Manager Department while Creating Position Tree (Doc ID 1532581.1)

When using the the Tree Builder utility to build a POSITION TREE, the program is checking whether the employee's department ID matches the manager's department ID. If it doesn't, the program does not add a node in the tree for that employee. This edit is being done even when the tree is being built using the position reports-to relationship.

1. Go to Main Menu > Setup HRMS > Product Related > Compensation > Utilities > Tree Builder Utility
2. Add a new run control. Specify Position as Hierarchy Basis, COMP_TEST as tree name, current date as EFFDT, Default as Category, 19000550 as Root Value, and enter a description.
3. Run the process

Actual Behavior: Log file should show that 19000103 was not processed because their deptid did not match the managers.

Expected Behavior : The validation that the Employee and Manager must be in the same Department when generating a Position Tree , should be removed.
