PO Dispatch Via FAX Through XMLP is not Generating Correct File Names for the FAX Software (Doc ID 1536078.1)

Symptoms

When the BU_ID includes an '&' or other special characters - the file name for the PDF created is different than the file name for the CTL file and therefore the fax software is unable to locate the pdf file during dispatch.
CTL file name = CTL file is created prefixed with 'AB&C'
PDF file name = PDF file created is prefixed 'ABamp;C'. 
The CTL and the PDF file must have the same name. The fax software will not be able to find the corresponding PDF file (for the Control file) to send.

Steps to reproduce the issue:

1) Create a business unit like AB&C
2) Setup for fax dispatch
3) Enable XMLP
4) Create a purchase order for business unit = AB&C
5) Dispatch via XMLP
6) Verify the CTL and PDF files created in the appropriate directory
