E-CR: Crystal Runtime Exception With "System.IO.FileNotFoundException: Could not load file or assembly" (Doc ID 1536186.1)

Symptoms

Crystal Reports 2008 SP3

Crystal Reports are going into "Error".

The following error message will appear in the generated Crystal Trace, CRYSTAL.TRC:

5     3704   6851       02/28/13 12:36:46   Crystal Runtime exception: System.IO.FileNotFoundException: Could not load file or assembly 'CrystalDecisions.CrystalReports.Engine, Version=13.0.2000.0, Culture=neutral, PublicKeyToken=692fbea5521e1304' or one of its dependencies. The system cannot find the file specified.

The issue can be reproduced at will with the following steps:

  1. Log into PIA in PT8.53.x+.
  2. Navigate to PeopleTools > Process Scheduler > System Process Requests.
  3. Create a new run control or use an existing one.
  4. Run XRFWIN Crystal Report.
  5. Observe that the process goes to "Error".
  6. Enabling Crystal TRACE shows the error.
