E-WL: PeopleTools 8.53 PIA Install Fails With Error "This version of PeopleSoft PeopleTools requires a 64-bit Oracle WebLogic installation" (Doc ID 1541492.1)

Information in this document applies to any platform.

Symptoms

The PeopleTools 8.53 PIA Install fails with this message:

   This version of PeopleSoft PeopleTools requires a 64-bit Oracle WebLogic installation
   Please try again.

 
Also, file commEnv.sh shows that WebLogic is configured for 32-bit usage.  This can be observed as follows:
  a. Go to <WEBLOGIC_INSTALL>/wlserver_10.3/common/bin
  b. Edit file "commEnv.sh" (or "commEnv.cmd" if using Windows OS)
  c. Check the values for parameters "SUN_ARCH_DATA_MODEL" and "JAVA_USE_64BIT".  If they have the values below, then this shows that WebLogic was configured for 32-bit usage:
       SUN_ARCH_DATA_MODEL="32"
       JAVA_USE_64BIT=false

The issue can be reproduced with the following steps:
  1. Run PIA install and respond to prompts.
  2. After entering the "web server root directory", this error displays:

       This version of PeopleSoft PeopleTools requires a 64-bit Oracle WebLogic installation
       Please try again
