Unable To Add Prepaid After A Government Contracts Is Amended- CA_WTH_TERMS Inserted with Row Incorrectly (Doc ID 1549553.1)

Symptoms

When a government contract is amended, a row is inserted into PS_CA_WTH_TERMS even withholding is not used.
As a result, when prepaid is added, the system sent the following error message:

Prepaid cannot be used for all contract lines if any contract lines are withholding applicable (18165,322)

Replication steps:
1. Add a government contract with prepaid without using withholding
2. Amend the contract via Contract Term page
3. Increase the Funded and Awarded amount.
4. Complete the amendment --> CA_WTH_TERMS table is inserted with this contract information even withholding is not used
5. Try to add another amendment --> get the following error message:
Prepaid cannot be used for all contract lines if any contract lines are withholding applicable (18165,322)
