E-PIA: Unable To Add To Favorites After PeopleTools 8.52.13 and .14 Upgrade

Symptoms
The issue occured after peopletools upgrading to 8.52.13 or PT 8.52.14
This happens with both IE and Firefox. All cache has been deleted and this does not resolve the issue. It happens intermittently on different machine with different users. When the user try to add any page into "my favorities", intermittently, the error occurs. "A failure has occurred saving this favorite. Please contact your portal administrator."
STEPS

The issue can be reproduced at will with the following steps:
1. Login PIA, Open any page
2. click "add to favorites"
3. Click "OK" button
