Why is the New Translate Value Added to a Field Is Not Showing Up in Drop-down List?

You add a new translate value to a field and then navigates to a page which has a scroll who's primary record is effective dated. You observe that the new translate value is NOT showing up in the dropdown list for the field. Why is that?
