E-COB: Remote Called Cobol Fails Intermittently and Remote Call Test Error - Could not start child program ../PSRUNRMT PTPNTEST.... (2,-1) (Doc ID 1556757.1)

Symptoms

Sample Environment:

PeopleTools 8.52.15 (upgraded from PT 8.50.x)
HCM 9.x TEST environment
Server Express 5.1 WP 4 64 bit
Solaris 10 platform

Issue:
--------
The site recently upgraded their environment. After upgrade, the site is experiencing the remote call error mentioned below when testing via PeopleTools, Utility, Debug, PeopleTools Test Utilities, Remote Call Test.
The site is reporting that some times after the Application Server has been recycled and Cache cleaned out, for a short period of time, the Remote Call Test works as expected and soon begins to fail again.

Another way to describe the symptom would be that Remote Call Cobol Fails Intermittently.

Issue:

Remote Called Cobol processes fails intermittently. The site is seeing Intermittent cobol program failures, although the machine has 5000 transaction license installed.   The following are error examples from the appsrv log file.
