Ship to comment has been added to the Requisition, but no Ship to id is specified. (10150,217) error on Save and Submit of requisition (Doc ID 1559970.1)

Symptoms

On :  9.1 version Requisition

ERROR is received in this scenario:
-----------------------------------------------------
1)-When creating a requisition on behalf of someone else and a header comment is entered on the req,  we are receiving error "A Ship to comment has been added to the Requisition, but no Ship to id is specified".  We only added a header comment, we didn't add a ship to comment.

ERROR is not received in these scenarios:
------------------------------------------------------
1)-When creating a requisition on behalf of someone else and NO header comment is entered on the req,  we able to submit the requisition without any issue.  We can then edit the req and enter a header comment and save the requisition without any problem.

2)-When creating a requisition for ourself and not on behalf of someone else and a header comment is entered on the req, we able to submit the requisition without any issue. We only added a header comment, we didn't add a ship to comment.



This error is only received when we are doing a requisition on behalf of someone else and a header comment is included.

A Ship to comment must have a Ship to id assigned to it.  Please navigate to the Ship To Comments page using the Ship to Comments hyperlink.  Add a Ship to id or delete the Ship to comment.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1)-Create an epro- Requisition for Login user say A

2)-Continue –Add Catalog items

3)-Review and Submit

4)-Change the Requester to say B and press Enter key

5)-Click Yes to retrofit the Requisition

6)-Enter the Comments in the Header Comments Section

7)-Save and Submit

8)-You get this error message-
A Ship to comment has been added to the Requisition, but no Ship to id is specified. (10150,217)
