EAM: Depreciation does not equal Cost for a fully-depreciated Asset that is added with Accumulated Depreciation

When an Asset is added as fully depreciated, with an Accumulated Depreciation amount that is less than the Cost amount, the Depreciation Calculation process (AM_DEPR_CALC / AMDPCALC) calculates depreciation for the accumulated depreciation amount only, not for the full cost.
For example, the Asset is added with the following parameters:
In Service Date: 01 January 2008
Transaction Date: 01 January 2011
Accounting Date: 01 January 2011
Cost: 54,000.00
Accumulated Depreciation: 36,000.00
Convention: Actual Month (AM)
Method: Straight Line (SL)
Life: 36
Calculation Type: Remaining Value (the default).

The Cost table (PS_COST) contains a row with the following values:
        Transaction Type: ADD (Addition), Cost: 54,000.00.
The Depreciation table (PS_DEPRECIATION) contains a row with the following values:
        Transaction Type: ADD, Depreciation Amount: 36,000.00.
