The error message given was: The program cannot start because mfc100u.dll is missing from your computer. Try reinstalling the program to fix this problem.

The below 'dll' files were discovered to be missing when launching configuration manager after installing PT 8.53 on a Windows workstation.
Update: This may also apply to the server host where a PeopleSoft process scheduler is running that invokes client apps.
