When attempting to run data archive to history with deletes,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Go to PeopleTools-> Data Archive Manager-> Archive Data To History
2. Run first with selection
3. Run with delete
4. Got the abend

Due to this issue, users cannot archive to history and delete the rows.
