Academic Load Calculation Incorrect For Some Students

Symptoms
ACTUAL BEHAVIOR
---------------
Academic Load for a student who is enrolled in only 3 Units shows as Full Time, where as according to the Load/Level rules, it equates to Less Than 1/2.
EXPECTED BEHAVIOR
---------------
The Academic Load calculation should be according to the rules defined.
The issue can be reproduced with the following steps:
1. Navigate to Set Up SACR - Foundation Tables - Academic Structure - Level/Load Rules Table and make a note of the rules.
2. Navigate to Campus Community - Student Services Center and look up any student
3. Notice that the Academic Load that shows is incorrect and not according to the rules.
