DEPT_SYNC Service Operation Causing No Matching Buffer Error

Symptoms
When attempting to add a new effective dated row in Finance environment, the following error occurs in HRMS side while trying the access the department.

No matching buffer found for level. (15,26)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to finance environment and add a new effective dated row for department by navigating to Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > Define Values > ChartField Values
2. Now login to HRMS side and access the same department by navigating to Set Up HRMS > Foundation Tables > Organization > Departments
3. Enter the same department in Department value and click on Search, the above error message popups.

Due to this issue, users cannot use DEPT_SYNC integration.
