E-IB: Publication Contract Messages Stuck in Working Status By Corrupted Message (Doc ID 1568440.1)

Symptoms

On : 8.51 version, Integration Broker

IB messages are not flowing, stuck in Working status 

After the HR Application Upgrade from 8.9 to 9.1, none of the messages related to Person Basic Sync and Workforce Sync Service Operations are flowing to PeopleSoft Finance 9.1 System.

On Asynchronous message monitor, these publication contract messages are stuck in Working status one by one. (if problem one is cancelled)
