ACTUAL BEHAVIOR

Distribution Detail page enablement of EMAIL WEB REPORT option results in 2 emails -- one for the report and one for the log/trc.
EXPECTED BEHAVIOR

One email only for the report itself should be sent.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit any XMLP report to Web destination using the Distribution Detail page, enable the Email Web Report option.
2. Go to email account and observe there are two emails, one for the report and one for the trc/log.
