Why Does the 'Complete Putaway' process (INPPPTWY) Fail Intermittently with Message "SEVERE ERROR IN PGM:(11220,41) PI(8203609) Program(INPPPROC)" or "No Items In Business Unit xxx Are Marked For Putaway"?

Goal
You have a regularly scheduled the AUTOPTWY PSJob to run 'wide open' for your Business Unit. At the same time, end users are constantly using:
- the 'InterUnit and RMA Receiving' component (and saving it with the Putaway Action set to 'Putaway at Receipt Save Time'),
- the 'Stockroom Feedback' page (which has been configured to automatically kick off the 'Complete Putaway' process (INPPPTWY) at save time (you have specified a Server Name in the Inventory User Preferences (navigation: Set Up Financials/Supply Chain, Common Definitions, User Preferences, Define User Preferences - Hyperlink: Inventory)),
- the 'Load Staged Items' run control page (INPSSTGE process) (and saving it with the 'Flag Items for Auto-Putaway' check box selected).
Occasionally, the 'Complete Putaway' process (INPPPTWY) will crash with the following message:
SEVERE ERROR IN PGM:(11220,41) PI(8203609) Program(INPPPROC)
or will just mention the following in the Message Log:
No items in business unit XXXXX and staging ID xxx are marked for putaway.
The Items are eventually putaway ok but how to prevent the above errors from occuring?
