SHIPPING_ORDER_RELEASE Messages Are Not Generated If Location Effective Date Is Greater Than the Schedule Date

The SHIPPING_ORDER_RELEASE Message is not generated for a demand line by the 'Order Release' process (IN_FUL_RLS) (navigation: Inventory, Fulfill Stock Orders, Picking Picking, Order Release Request) when the Location Effective Date is greater than the Schedule Date.
Steps to reproduce the issue:
- Day 1:
You create a Material Stock Request with Schedule date = current date.
- Day 2:
* You create a new Location with Effective Date = current date (so Demand Line Schedule Date < Location Effective Date)
* You change the Location at the Material Stock Request line level using the 'Maintain Stock Requests' page (Inventory, Fulfill Stock Orders, Stock Requests, Maintain Stock Requests).
* You release the demand line > no SHIPPING_ORDER_RELEASE message is issued.
* You fully process the demand line (confirm, ship and deplete it) > it works.
So a demand line can be fully processed when using PeopleSoft only but not when PeopleSoft is used in combination with a third-party system to do the picking and shipping. The SHIPPING_ORDER_RELEASE message is used to provide a third-party system with details of demand lines that have been released. If the third-party system doesn't receive the message, PeopleSoft can never get a response back that the demand line has been picked and shipped.
