System Allows a Duplicate National ID/SSN to be Saved (Doc ID 1574079.1)

System is allowing duplication of national ID/SSN that are feed into the system through Personal data page.

When an employee data is entered on personal data page, there is an option to enter the national ID. Occasionally, when entering the national id which is the same as the one that has been already entered for another employee, it just gives an warning message.
After multiple system warnings the data is saved, thus giving a scope for duplicate national ID's.

Is this delivered functionality or a bug? Should this be an error message rather than a warning?
