eProcurement : Po Listing detail reports (BI Publisher) going to No success

The PO Listing Detail reports :
PO Detail Listing By PO Date (POX4030)
PO Detail Listing By Supplier (POX4031)
PO Detail Listing By Buyer (POX4032)


Error generating report output:  (235,2309) PSXP_RPTDEFNMANAGER.ReportDefn.OnExecute  Name:ProcessRe port  PCPC:64640  Statement:1386 Called from:POX4032.MAIN.GBL.default.1900-01-01.Step02.OnExecute  Statement:21

Process 15346 ABENDED at Step POX4032.MAIN.Step02 (PeopleCode) -- RC = 24

The issue can be reproduced at will with the following steps:
1)-Use a Special Character in Item Description field which looks like Right Arrow. Please see the attached Text file in the Document for Item description details. Exactly the same Item Description as shown in KM should be used.

2)-Navigate to Add/Update PO and Enter the Vendor ID and Item Description as shown below with relevant details. Concentrate on the Item Description field. You will notice that Right arrow i.e.   does not show on the PO line.

3)-Save the PO to Approved Status and Dispatch the PO
4)-However when the same Item Description field is checked from the database  , it shows the Item description i.e. DESCR254_MIXED field in PO_LINE  with right arrow   

5)-Lets Navigate to eProcurement-Reports-PO Detail Listing Reports-Enter the Run Control Criteria
6)-Run the Report
