E-SES: Search Instance "Call Back Validation" Fails with Error "Call back URL does not match with Target Location URL" (Doc ID 1577154.1)

When running validation on the Search Instance "Call Back Properties", the validation fails with:

The issue can be reproduced with the following steps:
  1.  Navigate to PeopleTools, Search Framework, Administration, Search Instance
  2.  Click the "Validate" button in the "Call Back Properties" section
  3.  The "Validation failed" error (noted above) is displayed.
