ETL 9: 999 Defaulted Into TL_QUANTITY Field In TL_COMP_LEAVE Table Overstates Available Balance

On : 9 version, Time Reporting
Randomly they are observing large amounts in the TL_QUANTITY field which is causing major discrepancies in their leave balances within Time and Labor.
Values in PS_TL_COMPLEAV_TBL TL_QUANTITY should reflect what was reported.
The issue can be reproduced at will with the following steps:
1. punch time reporting template that also allows them to enter a TRC and quantity for elapsed time
2. punch time reporter assigned to that time reporting template enters the following:
a. 7AM IN, 12PM MEAL, 12:30PM IN and 5PM OUT ahead of time
b. submits the time
c. time is approved (this isn't necessary to replicate)
d. next day time reporter puts zeros to replace the punch times, enters TRC for Leave, and enters the hours for the leave
e. hit submit and get an error
f. timesheet now has 3 rows on it, one with the leave and 999 hours, another with leave for the hours entered and another for the last 3 punches
g. employee blanks out the punches on the new row and submits again
h. the timesheet now only shows one row of leave for the hours entered as expected
i. the compleav_tbl.tl_quantity field is now grossly overstated with 999 less the true hours entered as a negative value
They have to continually monitor leave time and adjust these errors manually. Employees can take advantage of the extra hours now available until the issue is caught and corrected
