'There is no valid program for the career you selected' Message When Trying to Run a What-if Report in Advisor Self Service (Doc ID 1584186.1)

On : 9 version, Advisor Center What-if Report

An advisor logged in to the Advisor Center is attempting to run a what-if report for a student and the page displays the following message:

There is no valid program for the career you selected.

The issue can be reproduced at will with the following steps:
1. Navigate to Self Service > Advisor Center > Select an Advisee or select to View Data for Other Students.
2. Enter a Student ID then Select "What-if Report" from the drop down list under "other academic..."
3. Default values are not present for Catalog Year, program and plan and the message is displayed that there is no valid program for the career.

The issue has the following business impact:
Due to this issue, What-if reports for advisors cannot be implemented.
