EAP: VAT Input Recoverable (VIR) is incorrect on DISTRIB_LINE and VCHR_ACCTG_LINE when the Voucher is created using Excel Voucher Upload

Symptoms
VAT Recovery Percentage amount is incorrect on DISTRIB_LINE and VCHR_ACCTG_LINE (VIR: VAT Input Recoverable) when Voucher Build creates the Voucer from Excel Voucher Upload and the VAT Apportionment is on the basis of the Department.
STEPS
1. TableSet Control: FRA01
FS_44 VAT Apportionment = FRA01
2. VAT Use Type: VAT2
Use Type: Mixed Apportionment
3. VAT Apportionment
Chartfield Priority 1: Department
Chartfield Priority 2: Account
Chartfield option: Chartfield Priority1 Value:
BU: FRA01 Priority 1: 10000 (Dept) Taxable Act %: 69.66 Exempt Act%: 30.34
4. There is only Dept 10000 for BU FRA01 on PS_VAT_APORT_VALUE
5. Create Voucher on-line for Dept 10000 (OK)
VAT Recovery: 136.53
VAT Non Recovery: 59.47
VAT Calculated: 196.00
6. Create Voucher on-line for Dept 50000 (OK)
VAT Recovery: 0.00
VAT Non Recovery: 196.00
VAT Calculated: 96.00
7. Create Voucher via EXCEL for Dept 10000 (OK)
VAT Recovery: 136.53
VAT Non Recovery: 59.47
VAT Calculated: 196.00
8. Create Voucher via EXCEL for Dept 50000 (OK)
VAT Recovery: 0.00
VAT Non Recovery: 196.00
VAT Calculated: 96.00
9. Check PS_DISTRB_LINE
10. Run Voucher Posting
11. Check PS_VCHR_ACCTG_LINE
Accounting entries for Voucher created on-line Dept 10000 is correct.
Accounting entries for Voucher created on-line Dept 50000 is correct.
Accounting entries for Voucher created by Voucher Build for Dept 10000 is correct.
Accounting entries for Voucher created by Voucher Build for Dept 50000 is wrong. VAT Input Recoverable = 136.53. It should be 0.00 like the Voucher created on-line.
