After Activating China on the Installed HR Countries on the Installation Table, Data is Unavailable

Information in this document applies to any platform.
After customer activated the China on the Installed HR Countries on the Installation Table and the servers were rebooted, the fields are now visible under the China flag on Personal Data, however, the values in the following tables are not listed.
The values in the above tables are listed in demo, but not in upgraded environments.
Is there another step customer need to do in order to activate countries not previously selected before the upgrade to 9.1?
