E-PUM User does not have permission to perform Compare from File (257,308) Load from file failed (257,298) (Doc ID 1589881.1)

Symptoms

Using the Financials 9.2.0.2 image database, create the PUM Change Package by choosing "All updates" and use Change Assistant to apply the Package to the target instance. The result can be noticed in the step - 'Comparing ADS Project - PTADS16299507'.

 After correctly implementing the solution in PeopleSoft Update Manager - Known Issues (Doc ID 1552245.1), the error still occurs:

"Receiving an error that the ADS Compare from file step failed with error  “User does not have permission to perform Compare from File”.  

The target environment’s User ID does not have the correct security defined to compare ADS objects. It is recommended that you create a new permission list that has this Data Migration, Copy/Compare value set to “Full Access”. Then add that to a role for the target User ID defined within CA." 

In Change Assistant, the user ID for the target database needs to have Full data admin access defined for
Build/Data Admin on the Tools Permissions page for PeopleTools on one of the assigned permission lists.
With the Full data admin access permission assigned, Change Assistant has access all the build and copy
options.

Application Data Set (ADS) objects represent another security issue, because they contain actual rows
of application data and there may be instances where this data is not suitable for compare or copy. In order to
compare and copy ADS definitions, the user ID must have Full Access to compare and copy defined on the
Copy Compare Permissions page for Data Migration Workbench on one of the assigned permission lists.

Additionally, the ADS Designer role may be needed.  This can be included by adding the ptpt3500 permission list to the user id.
