EEX 9.1: Unable to Load CONUS File Successfully Even Though Integration Broker Message shows as DONE (Doc ID 1590256.1)

Symptoms

Trying to load CONUS file into Expenses system but unable to load the file.

Steps:
-------
1. Run the Inbound File Publish process at Enterprise Components > Initiate Processes > Inbound File Publish.
2. Check the Integration Broker (IB) message status for messages in the CONUS_DATA queue

Expected Behavior:
-------------------
IB messages to be in DONE status and the CONUS data would be loaded

Actual behavior:
----------------
IB messages are in DONE status but the CONUS data was NOT loaded
