Qn1: Why was effective date added to the allocation group?

Qn2: Why does user get the following error message when processing allocation?  

        WARNING: Allocation Group COPY for Business Unit US001 does not contain any active steps.

Qn3: When running a test where the group has an effective date equal to or less than the run control as of date, but there is a step in the group that has an effective date later than the run control as of date,  user does not get a warning. But the process runs the steps in the group that are effective dated less than the as of date and the trace never mentions the step with the later effective date and it is confusing to users why no results were created for the one step when there was no warning or error.    Shouldn't the process return an error or warning?
Qn4: Why does the group allow a user to add a step to a group when the step has an effective date greater than the effective date of the allocation group?
