E-CI: "ActiveX Component Cannot Create Object" Error Using VB/COM API for Component Interface on 64-bit Windows (Doc ID 1592715.1)

On PeopleTools 8.51.12, FSCM 9.1 FP1, a custom spreadsheet upload using CI COM API fails on Windows 7 PCs. The most common error received is #429 - "ActiveX component can not create object". When hitting the Debug button and see the statement that fails is "Set oSession = CreateObject("PeopleSoft.Session")". This happens on PCs running Excel 2003, 2007, and 2010 x32.
