EAP: Voucher Inquiry page error -- No Actions Available, when click on Actions drop down (Doc ID 1593960.1)

Goal

When on the Voucher Inquiry page, under Voucher Inquiry Results, if click on the drop down for Actions for any Voucher, receive an error.  

ERROR
No Actions Available

Do not see a selection for the options of Review Accounting Entries, Match Workbench, Payment Information, Schedule Payments, View Attachments, or Voucher Details.

What setup is missing that will allow the above options to appear under Actions?
