Set Up HRMS Showing With Delivered HCPPALL Permission List (Doc ID 1594736.1)

HCPPALL permission list is giving access to folder under Set Up HRMS.

As HCPPALL permission list doesn't have component/page access, so it should not provide the access of folder.

The issue can be reproduced at will with the following steps:
1. Create a test oprid with PeopleSoft user role.
2. Login with test and see, Set Up HRMS folder is not accessible.
3. Add HCPPALL permission list to PeopleSoft User role.
4. Login and see, you have access to Set Up HRMS and folder under that.
