When Compare Person and Non-person Profiles, the Match Result Scores are all 0%

Symptoms
Issue#1:
When employee 1 and employee 2 are compared with a particular role, results shows wrong % match. Also compare profiles showing inconsistent result when the employees are swapped.
What ever may be the order of employees the result should be consistent and correct.
The issue can be reproduced at will with the following steps:
1. Workforce Development > Profile Management > Profiles > Compare Profiles
2. Select a role as a source profile and person as a target profile.
3. Select the role and two employees whose profiles are to be compared with the role.
4. The second employee always shows 0%.
5. Again compare by swapping the employee , the second employee would show 0% only.
Issue#2:
COMPARE Job to Person Profile and Vise Versa.
When a newly created Job profile is compared with a person profile or vise versa, the match is 0%.
The issue can be reproduced at will with the following steps:
Steps :1 Navigate to "Workforce Development > Profile Management > Profiles > Non Person profile - Created a job Profile
Step 2: Navigate to "Workforce Development > Profile Management > Profiles > Person profile -Added new competencies to Person profile
Step 3: Workforce Development > Profile Management > Profiles > Compare Profiles- compare both the profiles , through Person profile shows having the same competencies , the match % is 0.
